## What is the Alberta hazardous waste manifest?

The shipping document that goes with every load of hazardous waste in Alberta, from the generator through the carrier to the receiver. Alberta calls it a manifest; the federal rules call the same document a movement document. The generator, carrier and receiver must each put their Personal Identification Number (PIN) on it before the waste leaves.

Use it only for hazardous waste. Hazardous recyclables go on a recycle docket; non-hazardous waste on a bill of lading or, where it applies, a dangerous goods shipping document. Asbestos is not hazardous waste in Alberta, so it travels on dangerous goods paperwork, not a manifest. Dangerous oilfield waste is a matter for the Alberta Energy Regulator unless it is leaving the province.

## How to get Alberta manifest forms

The forms are free but not online. Alberta-based generators, or brokers acting for them, order them with their PIN, a contact name and a mailing address. Alberta suggests ordering six months’ supply.

Fill in this sheet now and copy it onto the form when it arrives. Each form takes four wastes; for more, within Alberta only, add the government’s attachment sheet. The form’s date boxes run year, month, day.

## Who signs the manifest, and which copy goes where

The consignor signs all six copies at box 20, certifying: “I certify that the information contained in Part A is correct and complete. I hereby declare that the contents of this consignment are fully and accurately described above by the proper shipping name, and are classified, packaged, marked and labelled/placarded, and are in all respects in proper condition for transport according to applicable international and national governmental regulations.” The carrier signs box 26: “I certify that I have received waste or recyclable material from the generator / consignor for delivery to the receiver / consignee as set out in Part A and that the information contained in Part B is complete and correct.”

The carrier hands copies 1 and 2 back to the consignor and takes copies 3 to 6 with the load. The consignor sends copy 1 to the Director within 2 days, not counting Saturdays and holidays, and keeps copy 2 for 2 years.

The receiver signs copies 3 to 6, gives copy 4 to the carrier, sends copy 3 to the Director and copy 6 to the consignor, each within 2 days, and keeps copy 5 for 2 years. The consignor keeps copy 6 for 2 years.

## Questions

### Does a recycle docket need a PIN?
