Not from the code alone. Basel B4020 is on Basel List B, so material matching it is normally not hazardous under the Convention. It becomes hazardous if Annex I constituents give it an Annex III hazardous characteristic. SOR/2021-25 and its exclusions decide Canadian federal control.

What does Basel B4020 cover?
Covers waste from making, formulating or using resins, latex, plasticizers, glues or adhesives, when it is outside List A and solvents or other contaminants are too low to cause an Annex III characteristic. Examples are water-based products and adhesive formulations using polyvinyl alcohol, cellulose ethers, dextrin, starch or casein. Compare A3050.
