Plastic waste outside specified hazardous and recycling exceptions
Use Y48 for plastic waste outside specified hazardous and recycling exceptions as a Basel waste stream or constituent.
Is Basel Y48 hazardous waste?
Not from the code alone. Y48 names a Basel waste stream or constituent used in the IWIC. Federal status in Canada depends on the waste's hazards, the other classification parts, and the definitions and exclusions in SOR/2021-25.
For federally regulated international shipments, the applicant records the classification in the waste-line details of the federal notification in CNMTS. The movement rules and exclusions apply.
What does Basel Y48 cover?
It covers plastic waste and plastic mixtures, apart from 2 exceptions. One is plastic that is hazardous under Article 1(1)(a). The other is material sent for environmentally sound recycling that is almost free of contamination and other waste. That exception needs almost entirely one allowed polymer or resin, or a PE, PP and/or PET mixture whose components will each be recycled separately.

The listed fluorinated polymers are perfluoroethylene/propylene (FEP), a perfluoroalkoxy alkane (including tetrafluoroethylene/perfluoromethyl vinyl ether (MFA) or tetrafluoroethylene/perfluoroalkyl vinyl ether (PFA)), polyvinylfluoride (PVF) and polyvinylidenefluoride (PVDF).
