How we compile the waste paperwork table

Where each answer in the waste paperwork table comes from, what each column means, and which questions are still open.

Where do the answers come from?

Each document has a free tool on this site, written from that place’s regulations, the official form and the regulator’s guidance. The table reads the same sources: the document’s name, its parts, who signs each one, the items it asks for, the keeping rule and the issuer are the ones the tool uses, so the two cannot disagree.

Whether a record can be electronic or signed on screen is not something every tool needs. Where the tool’s sources say, the table uses them. Otherwise the regulator’s or legislature’s own page was read for this table and is linked beside the answer: 4 answers so far. Sources checked between September 2026 and October 2026.

What does each column mean?

Who issues it
“Any layout with every item”: the law sets what the document says, not how it looks, so anyone may make one. “The official form”: the regulator’s layout is required and free to fill in. “Issued by the regulator”: only the regulator, a printer it approves or its online system issues the document, usually with a number.
Who signs, and what each fills in
For a document the tool lays out part by part, each signer is shown with the parts up to their signature. For one only the regulator issues, the people and parts are taken from its rules and guidance. The required items are those the tool asks for before the document is complete.
Kept for at least
The shortest period anyone named keeps the document for, and who. “No fixed period” means the rules set none, or the regulator’s system holds the record.
Electronic record
Whether the document itself may be electronic: yes; only in the regulator’s system; only with the regulator’s approval; no, the paper form; or not set by the rules.
Signed on screen
Whether the people on it may sign on a screen. “By hand” means the instructions require ink. “On the paper form” means the document only exists on paper.
Regulator’s system or issuer
The system the regulator runs for the document, or who supplies the numbered form. In the UK, digital waste tracking is for receiving sites; the note still travels with the waste.
Unknown
No source read so far settles the question. It is never filled in by guesswork.

What is not covered?

  • Places with no tool yet, including the rest of the US states, South Australia, Western Australia and New Zealand.
  • Waste going abroad, which travels on international shipment paperwork.
  • Carrier registration, permits and fees, except where they decide who issues the document.
