Is Quebec K03 hazardous waste?
Not from the code alone. K03 is a Quebec residual hazardous-material category. The material must meet the regulatory definition first, and still meet it after the exclusions and quantity rules are applied.
Record K03 as the Quebec MDR category. For dangerous goods in transport, show the MDR code apart from the TDG shipping description. The category doesn't replace the UN number, shipping name, class or packing group.
A regulated interprovincial, import, export or transit movement may also need the federal movement document. Each document has its own scope, so the Quebec category alone doesn't settle the paperwork.
What does Quebec K03 cover?
Schedule 4 category for any other laboratory source. Identify it. It sits in Quebec's Hazardous materials from a laboratory group.

Choose between categories by the material's composition, physical form, concentration and source. Similar labels aren't interchangeable. Transport classification is a separate decision, even when the Quebec category is clear.
