Is Quebec N16 hazardous waste?

Not from the code alone. N16 is a Quebec residual hazardous-material category. The material has to meet the regulatory definition first, and still meet it once the exclusions and quantity rules are applied.

Record N16 as the Quebec MDR category. If the material is dangerous goods in transport, show the MDR code apart from the TDG shipping description. The category doesn't replace the UN number, shipping name, class or packing group.

A regulated movement between provinces, or into, out of or through Canada, may also need the federal movement document. Each document has its own scope, so the Quebec category alone doesn't settle the paperwork.

What does Quebec N16 cover?

This Schedule 4 category for organic and inorganic solids combined in a mixture. One source version also includes sludge. Under Quebec’s Environment Quality Act, s.70.9, only the permit holders named there may use an N-series mixture category. It sits in Quebec's section 70.9 permit-holder mixtures group, so choose it from the material's actual form, composition and source.
