What makes Ontario waste an S-series severely toxic waste?

Waste with a Schedule 3 contaminant above 1 ppm is severely toxic. Mixtures holding that waste stay in this series. So does waste derived from it, unless its Environmental Compliance Approval expressly gives the specified relief. The usual small-quantity exclusion for hazardous waste doesn't apply to this series.
