What is a hazardous waste consignment note in Northern Ireland?
Every movement of hazardous waste in Northern Ireland travels on a consignment note with a code unique to that consignment, supplied by NIEA under the Hazardous Waste Regulations (Northern Ireland) 2005. All hazardous waste produced in Northern Ireland needs an NIEA note or number, wherever in the UK it is going.
NIEA’s note is a six-part self-carbonising form: pre-notification copy (white), deposit copy (yellow), consignee’s copy (pink), carrier’s copy, consignor’s copy (green) and producer’s copy (blue).
Getting a consignment code
Codes are two letters and a number, such as DA 5123456. DA codes cost £24 and cover most movements; DB codes cost £10 for loads made up entirely of lead-acid batteries; DC codes are free for later rounds in an extended carrier’s round succession, out-of-specification material going back to its maker, and waste taken off a ship in harbour.
Order pre-printed notes, or numbers for your own stationery, by email to hazwaste@daera-ni.gov.uk on headed paper. Orders received before 4pm go out that day. NIEA invoices for them; numbers cost the same either way.
Pre-notifying NIEA
Parts A and B go to NIEA on the pre-notification copy, preferably by email, at least 72 hours and no more than a month before the waste moves. The 72 hours leave out weekends, Good Friday, Christmas Day and bank and public holidays, and start when NIEA receives the copy; a copy in before 5pm counts that whole day. If you pre-notify by email or fax, post the original hard copy to NIEA as well.
No pre-notification is needed for off-specification products going back to the supplier, waste from a ship, lead-acid batteries, intra-group movements for storage, or the second and later movements in a succession within a year of the first.
How to fill out the consignment note
The producer or consignor fills in Parts A and B in block capitals before collection, with the SIC code for the process that made the waste. The carrier signs Part C on collection and the consignor signs Part D. The consignor keeps the green copy and gives the producer the blue one; the carrier takes the rest.
On delivery the consignee completes Part E on the remaining copies, gives the carrier its copy, sends the deposit copy to NIEA straight away and keeps its own.

How much is an NIEA consignment note?

What counts towards the 72 hours’ notice?

What about waste going to England, Wales or Scotland?
It still needs an NIEA note or number, and NIEA pre-notification where it applies. The receiving site sends the completed deposit note to NIEA. How long do I keep consignment notes?
