What is the Ontario hazardous waste manifest?

The record of every shipment of hazardous waste or liquid industrial waste in Ontario. Since 1 January 2023 it is digital only: generators, carriers and receivers create and sign it in RPRA’s Hazardous Waste Program (HWP) Registry or the RPRA HazTrack app, which replaced HWIN and paper manifests.

A generator needs an HWP Registry account, with the facility and its waste streams registered, before it can be listed on a manifest or create, edit or sign one.

How to create a manifest in the RPRA registry

Select New Manifest and pick the generator facility, the carrier (searched by ECA number, company name, mailing address or email) and the intended receiver. Choose the waste streams from the facility’s Active Waste Streams, fill in each one’s Shipping Name and Quantity Shipped, then the scheduled shipment and arrival dates. Select Ready for Signatures.

At pick-up the generator selects Sign Manifest and ticks the certification that the information is correct and complete and the consignment is properly described, classified, packaged, marked and labelled. The carrier signs next, and the receiver accepts or refuses the waste and signs on delivery.

RPRA manifest fees

From 1 January 2026: $6 a manifest and $30 a tonne of hazardous waste shipped or disposed of on site, plus HST, unless an exemption in the Subject Waste Regulation applies. RPRA invoices monthly for the manifests completed the month before.
