Electric-furnace dust or sludge from primary steelmaking

Industry: Iron and steel.

Ash and slag heap, drawn for RCRA waste code K061, steelmaking electric-furnace dust or sludge. Toxic dust & sludge from steel furnace exhaust.
Toxic K-listed waste from iron and steel mills. Emission control dust or sludge from primary steelmaking in electric furnaces.

Is K061 hazardous waste?

Yes. K061 is nonacute K-listed hazardous waste when the waste comes from the named process and matches the named stream. The federal table gives it hazard code (T), toxicity.

A K listing depends on where and how the waste was made, not on a test result alone. A test may add a characteristic code, but it doesn't remove the listing.

On a required hazardous waste manifest, put K061 in Item 13. Check the VSQG exemptions and empty-container rules too.

What does K061 cover?

Dust or sludge from the emission controls of electric furnaces making primary steel. The 261.4(a)(11) dross exclusion applies only with specified high-temperature metals recovery, shipment in drums where shipped, and no land disposal beforehand.

Is electric-furnace dust or sludge from steelmaking always K061?

CodeWhen it fits
K061Emission control dust/sludge from the primary production of steel in electric furnaces.
K062Spent pickle liquor generated by steel finishing operations of facilities within the iron and steel industry (SIC Codes 331 and 332).

The industry, production step and waste form tell these K listings apart, not the chemicals in the waste. The rows above are only the nearby listed streams, so also add any characteristic or other listing that fits. One waste can carry more than one federal code.
