Which RCRA codes can apply to contaminated soil?

What evidence decides contaminated soil?

The media or debris must be under Part 280 corrective action.

It must fail the toxicity characteristic for D018–D043 only.

The exclusion doesn't remove D004–D011, another hazardous characteristic or any listing that applies.

Can contaminated soil be excluded another way?

The Part 280 cleanup exclusion is for petroleum media that fail D018–D043 only.
