D016, 2,4-D.
Characteristic hazardous waste
2,4-D
2,4-D at 10 mg/L or more in the TCLP extract.
Is D016 hazardous waste?
Yes. Waste is D016 when the TCLP extract of a representative sample holds 2,4-d at or above 10 mg/L. That makes it toxic hazardous waste, whatever industry or process it came from.
Compare the 2,4-d in the TCLP extract with 10 mg/L. A total 2,4-d result is a different measure, so it can't be compared with this limit.
D016 is a nonacute characteristic. On a required hazardous waste manifest, put D016 in Item 13. See VSQG exemptions and empty-container rules.
What does D016 cover?
D016 applies when a representative sample gives a TCLP extract with 2,4-d at or above 10 mg/L. The limit is for the extract, not the waste’s total 2,4-d.

Is 2,4-d waste always D016?
| Code | When it fits |
|---|---|
| D016 | The TCLP extract of a representative sample holds 2,4-d at or above 10 mg/L. |
| D004–D043 | The 2,4-d result is below 10 mg/L, but another contaminant or characteristic can still apply. |
| U240 | Unused 2,4-d is thrown away pure, as technical grade, or as the product’s only active ingredient. |
Generators decide the codes from testing or knowledge of the waste, under 40 CFR 262.11. A result below 10 mg/L rules out D016 only. It doesn't make the waste nonhazardous.
Which wastes take D016?
| Waste | When it’s D016 |
|---|---|
| Contaminated soil | Its 2,4-d leaches at the TCLP limit or above. |
| Waste pesticides | Its 2,4-d leaches at the TCLP limit or above. |
Which codes sit beside D016?
| Code | What it is |
|---|---|
| D012 | Endrin |
| D013 | Lindane |
| D014 | Methoxychlor |
| D015 | Toxaphene |
| D017 | 2,4,5-TP (Silvex) |
| D018 | Benzene |
| D019 | Carbon tetrachloride |
| D020 | Chlordane |
