D001, Ignitable waste.
Characteristic hazardous waste
Ignitable waste
Waste that meets any ignitability criterion in 40 CFR 261.21.

Is D001 hazardous waste?
Yes. D001 is hazardous waste when a representative sample meets any ignitability test. It rests on tested or known physical behavior. A material name or a flammable ingredient is not enough on its own.
D001 is a nonacute characteristic. On a required hazardous waste manifest, put D001 in Item 13. See VSQG exemptions and empty-container rules.
What does D001 cover?
D001 covers a liquid with a flash point below 60 °C (140 °F), and a nonliquid that causes fire by friction, moisture or spontaneous change and burns vigorously. It covers a compressed gas that is flammable in a mixture of 13% or less with air, has a flammable range over 12%, or is classed by DOT as flammable or extremely flammable. It also covers an oxidizer that readily gives off oxygen, including qualifying organic peroxides. The liquid rule leaves out a solution under 24% alcohol by volume with at least 50% water by weight.

Is ignitable waste D001 or F003?
| Code | When it fits |
|---|---|
| D001 | A representative sample meets at least 1 of the 4 federal ignitability criteria. |
| F003 | A spent solvent meets F003. Its ignitability-only exception depends on 40 CFR 261.3(g). |
| No D001 code | The liquid fits the alcohol-and-water exception and meets no other ignitability criterion. |
Test the criterion for the waste’s physical form. A flash-point result rules qualifying liquids, but it doesn't replace the separate nonliquid, compressed-gas and oxidizer tests. Check other listings and characteristics too.
Which wastes take D001?
| Waste | When it’s D001 |
|---|---|
| Ignitable liquid | Its flash point is below 140°F (60°C). |
| Ignitable solid | It can start a fire by friction, absorbing moisture or spontaneous chemical change, and burns hard and long. |
| Waste oxidizer | It readily gives off oxygen and feeds burning, or is an organic peroxide under 40 CFR 261.21(a)(4). |
| Contaminated soil | The excavated material is ignitable under the federal test. |
| Demolition debris | The debris is ignitable. |
| Asphalt waste | A representative sample of asphalt waste meets the D001 test for its physical form. |
| Paint and paint waste | Liquid paint meets the flash-point criterion. |
| Paint thinner | Liquid paint thinner meets the flash-point criterion. |
Which codes sit beside D001?
| Code | What it is |
|---|---|
| D002 | Corrosive waste |
| D003 | Reactive waste |
| D004 | Arsenic |
| D005 | Barium |
| D006 | Cadmium |
| D007 | Chromium |
| D008 | Lead |
| D009 | Mercury |
