Spent non-halogenated solvents: acetone, xylene and related solvents

F-list process waste.

Solvent drum with vapour, drawn for RCRA waste code F003, spent acetone, xylene and similar solvents. Used acetone, xylene & other non-halogenated solvents.
Ignitable F-listed waste. Spent non-halogenated solvents such as acetone, xylene & methanol, with no halogens in the solvent.

Is F003 hazardous waste?

Yes. F003 is nonacute F-listed hazardous waste when the source process and waste stream match the listing. The federal table gives it hazard code (I)*, meaning ignitability.

F003 is listed only for ignitability. Under 261.3(g) it stops being F003 hazardous waste once no hazardous characteristic remains. Another applicable listing still controls, and Part 268 restrictions may continue.

On a required hazardous waste manifest, put F003 in Item 13. See VSQG exemptions and empty-container rules.

What does F003 cover?

F003 covers spent xylene, acetone, ethyl acetate, ethyl benzene, ethyl ether, methyl isobutyl ketone, n-butyl alcohol, cyclohexanone or methanol. It covers blends that held only these solvents before use. It also covers blends of one of them with at least 10% by volume of any F001, F002, F004 or F005 solvent before use. Still bottoms from recovery are included.

Is spent acetone or xylene F003 or F005?

CodeWhen it fits
F003A listed nonhalogenated solvent was spent, and the neat-solvent, before-use blend or recovery still-bottom conditions apply.
F005A named nonhalogenated solvent was spent, or the qualifying before-use blend or recovery still-bottom conditions apply.
F002A named halogenated solvent was spent in solvent use. Blend and still-bottom conditions can also apply, and F001 may overlap.
F001A listed solvent was used for degreasing, or the qualifying degreasing blend or recovery still-bottom conditions apply.
F004Cresol, cresylic acid or nitrobenzene was spent as solvent, or the qualifying blend or recovery still-bottom conditions apply.

Solvent use, what the solvent held before use, and the recovery-residue rule decide among F001–F005. The rows don't replace checking each listing or characteristic that applies on its own. One waste can carry more than one federal code.
