What is a waste transfer form?
The WTF is the tracking document for hazardous waste moved within Ireland. Under S.I. 324/2011 hazardous waste must travel with one, and a facility may only accept hazardous waste that arrives with one. It is not used for non-hazardous waste, or for waste going into or out of the State, including to Northern Ireland.
Dublin City Council runs the system for the whole country through its Waste Transfer Management Portal (WTMP). Registering is free; each form costs €6, is numbered by the portal and is filled in there.
How to fill out a WTF
Buy the forms first: the portal asks for the consignee, the local authority where the waste is collected and how many forms you want. Bought forms sit in Draft.
Before the waste moves, open the form with Use and fill in the Notifier Update screen. Tonnes shipped, type of collection, waste generator or household, LoW codes, physical characteristics, haulier and date shipped are all required. Saving it makes the form Active and the portal makes the PDF. The notifier signs it and gives a copy to the carrier, and the signed, Active form travels with the waste.
When the waste arrives, the consignee completes the form online with the date and tonnes received, the codes received and the R or D operation, and the form becomes Completed. DCC asks consignees to do this within a month of receipt.
Several collections on one form
One WTF can cover several collections by one vehicle, in one county, on one day, for one delivery to the facility. Choose Multiple Collection and attach an annex listing each collection point, with the producer’s name and address and the LoW codes. A representative at each collection point signs the annex, and it travels with the WTF.
If the vehicle delivers and goes out again, each later trip needs its own WTF.

How much does a waste transfer form cost?

Who signs the WTF?

What if the collection doesn’t happen on the day?
Postpone the form on the portal. It can be made Active again with a new date within 15 working days; after that the portal blocks it. WTMP user manual
Is any hazardous waste moved without a WTF?
Mixed household waste, and members of the public taking their own waste. DCC also lets garages take up to ten car or van batteries, or four truck or tractor batteries, a month to an authorised facility themselves. Anyone collecting for reward needs a WTF. DCC WTF FAQs
What is the penalty for moving hazardous waste without one?
On summary conviction a fine of up to €4,000, up to 3 months in prison, or both; on indictment up to €500,000, 3 years, or both. DCC may instead charge a €100 monitoring fee. DCC WTF FAQs
