Is Basel B1240 hazardous waste?

Not from the code alone. Basel B1240 is on Basel List B, so material that matches it is normally outside the Convention's hazardous definition. That changes if Annex I constituents give it an Annex III hazardous characteristic. SOR/2021-25, including its exclusions, decides Canadian federal control.

On a federally regulated international shipment, the applicant enters the waste classification in the waste line of the federal notification in CNMTS. The movement rules and exclusions still apply.

Is copper oxide scale Basel B1240?

List B is conditional. It isn't an exemption label. If the material has an Annex III hazardous characteristic, or meets another Canadian or foreign hazardous-waste definition, classify the actual hazard and follow the movement rules that control.
