Basel List B codes
Qualifying plastic waste for sound recycling
Use B3011 for qualifying plastic waste for sound recycling as a Basel List B waste without an Annex III hazard.
Is Basel B3011 hazardous waste?
Not from the code alone. Basel B3011 is on Basel List B, so material that matches it is normally outside the Convention's hazardous definition. That changes if Annex I constituents give it an Annex III hazardous characteristic. SOR/2021-25, including its exclusions, decides Canadian federal control.
On a federally regulated international shipment, the applicant enters the waste classification in the waste line of the federal notification in CNMTS. The movement rules and exclusions still apply.
What does Basel B3011 cover?
Since 1 January 2021 this covers the plastic categories below, but only when they go for environmentally sound R3 recycling and are almost free of contamination and other waste. International or national specifications may guide what “almost free” means. One temporary-storage step is allowed if R3 follows and a contract or official document proves it.

Is plastic waste for recycling Basel B3011?
| Code | When it fits |
|---|---|
| B3011 | Plastic that meets the composition limits, goes to documented environmentally sound R3 recycling, and is almost free of contamination and other waste. |
List B is conditional. It isn't an exemption label. If the material has an Annex III hazardous characteristic, or meets another Canadian or foreign hazardous-waste definition, classify the actual hazard and follow the movement rules that control.
What are the conditions for Basel B3011?
Eligible material is almost entirely one non-halogenated polymer. These include PE, PP, PS, ABS, PET, PC and polyethers. It can also be one thermoset or condensation resin, such as urea-, phenol- or melamine-formaldehyde, epoxy or alkyd resin. Or it can be one listed fluorinated polymer, which means FEP, MFA, PFA, PVF or PVDF. Post-consumer fluorinated-polymer waste is excluded.
A mixture of only PE, PP and/or PET also qualifies if each polymer will be recycled separately after prior sorting under R3. Any storage must be one documented step followed by R3. The process must be environmentally sound, and contamination or other waste must be nearly absent. Specifications, international or national, can help define “almost entirely”.
