Not from the code alone. Basel B3020 is on Basel List B, so material that matches it is normally outside the Convention's hazardous definition. That changes if Annex I constituents give it an Annex III hazardous characteristic. SOR/2021-25, including its exclusions, decides Canadian federal control.
On a federally regulated international shipment, the applicant enters the waste classification in the waste line of the federal notification in CNMTS. The movement rules and exclusions still apply.
What does Basel B3020 cover?
Covers paper, paperboard and paper-product scrap that isn't mixed with hazardous waste. Eligible material is unbleached or corrugated paper or board. It can also be paper or board made mainly from bleached chemical pulp and not coloured through its mass, or made mainly from mechanical pulp, such as newspapers and journals. Other paper waste also qualifies, including laminated board and unsorted scrap.

Is waste paper Basel B3020?

List B is conditional. It isn't an exemption label. If the material has an Annex III hazardous characteristic, or meets another Canadian or foreign hazardous-waste definition, classify the actual hazard and follow the movement rules that control.
