What a construction phase plan is, and when you need one

  • Every construction project needs a plan before work starts.
  • On a small domestic job the sole contractor writes it. A simple plan is usually enough.
  • Notifying HSE is a separate duty, with its own thresholds.

From CDM 2015 regulation 12 and HSE leaflet CIS80.

What the construction phase plan template includes

  • The project and who is on it

The job, the client, the designer and the contractors.

  • Key dates

Start, finish and the dates between.

  • Site rules

What everyone on site is asked to follow.

  • Working together

How people cooperate, and how changes reach them.

  • Induction and welfare

The site induction, toilets, washing and rest.

  • Fire and emergency

What happens in a fire or other emergency.

  • The main dangers and their controls

Each danger on the job, and how it is controlled.

  • Review and revision

When the plan is reviewed, and what changed.

Not a risk assessment and not a method statement. Those are separate documents: the RAMS template and the method statement template.

Who writes the plan

  • More than one contractor: the principal contractor.
  • One contractor: that contractor.

The client makes sure it is drawn up before work starts. From CDM 2015 regulations 4, 12 and 15.

Construction phase plan questions

Is it free?

Yes. The blank, your logo and both downloads are free. There is no account and no email to give.

Word or PDF?

Word if you will type into it: the lines grow as you write. PDF if you will print it and fill it in by hand.

Do I need one for a kitchen or an extension?

Yes. Every construction project needs a plan, and HSE’s busy builder leaflet names both jobs. For small routine work a simple plan is usually enough.

Is this the HSE template?

No. HSE has a blank form of its own in leaflet CIS80. This one takes your logo and your headings.

Does the plan need a risk assessment in it?

No. HSE’s guidance (L153, Appendix 3) says the plan is not generic risk assessments or detailed method statements. Keep those as their own documents.

When do I notify HSE?

When the work is scheduled to last longer than 30 working days with more than 20 workers on site at once at any point, or to exceed 500 person days. That is CDM 2015 regulation 6. The client gives the notice, as soon as practicable before the construction phase. For a domestic client the duty passes to the contractor or principal contractor, or to a principal designer by written agreement, under regulation 7.

Where is a filled example?

Not yet. The RAMS examples show the risk and method documents a plan refers to.
