Organic-rich non-halogenated mixtures
Ontario group: processed organic wastes from transfer stations.
Is Ontario 281 hazardous waste?
Not from the code alone. Ontario 281 names the waste stream. Whether the waste is subject waste depends on its hazardous characterization or liquid-industrial status, and on the exclusions. The waste number also needs a primary characterization letter after the 3-digit class.
For subject waste, the generator enters the class-and-letter waste number in the waste details of the Ontario hazardous waste manifest. Ontario’s exclusions and shipment rules apply.
What does Ontario 281 cover?
Organic-rich non-halogenated material. Examples include a concentrated blend or bulk mixture of non-halogenated solvent, oil or another organic, prepared for incineration at a transfer or processing site. Whether it is hazardous is a separate decision under Ontario’s waste rules.
Is organic-rich non-halogenated waste Ontario 281 or another class?
| Code | When it fits |

The registration table separates rich from lean non-halogenated mixtures but gives no percentage of organic content. Don’t make one up, and don’t treat either class as a catch-all for solvent mixtures.
