What makes an oil filter excluded from hazardous waste?
The exclusion covers used oil filters without terne plating (a lead-tin coating), as long as they aren't mixed with listed hazardous waste.
To qualify, gravity hot-drain the filter by an allowed puncturing, crushing, dismantling or equivalent method. Texas also requires you to remove free-flowing oil and deliver the filters to a registered oil-filter processor.
Use a registered transporter unless you carry no more than 2 containers of 55 gallons each at once yourself. Ship the filters in sealed, labeled containers with a bill of lading.
Never put engine oil filters in regular trash. Don't register used oil filters in Part F.
What if an oil filter fails the exclusion?
Assess it through the hazardous-waste determination.
Form 310 is for an ordinary spent inorganic filter or adsorbent that doesn't go by the separate oil-filter route.
