When is asbestos waste Class 1 in Texas?
Nonhazardous industrial waste containing regulated asbestos-containing material (RACM) is Class 1.
Other asbestos-containing material isn't automatically Class 1 just because it contains asbestos.
When is an asbestos shipment record needed in Texas?
Before preparing a waste shipment record, check whether the asbestos National Emission Standards for Hazardous Air Pollutants (NESHAP) apply.
A residential building with 4 or fewer dwelling units is generally outside the NESHAP facility definition.
A commercial or public project, or a grouped installation, can bring it under NESHAP.
At a NESHAP facility, the regulated asbestos-containing material (RACM) thresholds are 260 linear feet on pipes or 160 square feet on other components.
The threshold is 35 cubic feet when length or area can't be measured.
A demolition below the thresholds still needs a demolition notification, but it doesn't trigger the threshold-based removal or shipment-record duties. Neither does a below-threshold renovation.
Check Texas asbestos special-waste destination conditions separately.
