Inorganic solids
Asbestos solids and debris
Solid asbestos waste or asbestos-containing debris.
Where does Texas form code 311 go in the Texas waste code?
In characters 5–7. The 8-character code is a 4-character stream sequence, then the 3-digit form 311, then a class character. Form 311 describes the stream in the inorganic solids category. It says nothing about hazard. The class character depends on what the stream is made of, where it came from and its properties.
For a hazardous or Class 1 shipment that needs a Uniform Hazardous Waste Manifest, enter the full Texas code in Item 13, across 2 blocks on paper. Add any EPA waste codes. The 3 form digits alone are not enough.
The generator sets the class. Work through the exclusions, then the federal hazardous-waste listings and characteristics, then the Texas industrial-waste criteria. H means hazardous. 1, 2 and 3 are nonhazardous industrial classes. Process knowledge or testing backs the class. Choosing a form doesn't set it.
What does Texas form code 311 cover?
Solid asbestos waste, or debris that contains asbestos, in nonpumpable form. Asbestos slurry or sludge is a different physical state. The asbestos content and the regulatory definitions decide the separate asbestos management rules.

Is asbestos waste Texas form code 311 or 515?
| Code | When it fits |
|---|---|
| 311 | Asbestos waste or asbestos-containing debris that is a nonpumpable solid. |
| 515 | Asbestos waste that is a pumpable slurry or sludge. |
Choosing 311 doesn't show whether a project meets the asbestos air-rule thresholds or needs a shipment record. Check the asbestos conditions and the destination's requirements. Regulated asbestos-containing material has its own Texas Class 1 criterion.
