When asbestos waste must be tracked in NSW
Any single load of 100 kilograms or more of asbestos waste, or 10 square metres or more of asbestos sheeting, moved within NSW, including to a transfer or intermediate site. The transporter and the receiving facility both report it through the Integrated Waste Tracking Solution (IWTS).
Asbestos going to or from another state or territory is tracked under the rules for trackable (hazardous) waste instead.
Who records what in IWTS
The transporter is whoever carries on the transport business, or the individual doing the transport if it is not for a business. They register on IWTS before their first load, create the movement before each load leaves, and show the receiver that the load was tracked.
Registration may take 24 to 48 hours to verify, so register before the job. The transporter’s name, ABN, address, phone and email go in once, at registration; each load then needs the driver, vehicle, dates, and type and quantity of asbestos.
IWTS replaced WasteLocate
On 28 February 2024 IWTS replaced WasteLocate for asbestos, and the Online Waste Tracking system for trackable waste. In IWTS a transport certificate or a consignment is called a Movement.
Householders taking their own asbestos
A householder carrying asbestos from their own home does not register on IWTS. Within 24 hours of each load they fill in the EPA’s “Disposing of household asbestos” form, with the facility’s docket number if they were given one. A contractor carrying a householder’s asbestos uses IWTS.
Questions
Does the site or the removalist fill in IWTS?
The transporter. If the removalist carries the waste in their own vehicle, they are the transporter and create the movement. EPA: tracking asbestos with IWTS
Is a load under 100 kg tracked?
Not unless it holds 10 m² or more of asbestos sheeting. EPA: tracking asbestos waste
What happens if the load arrives untracked?
The receiver reports it to the EPA: as an untracked asbestos movement in IWTS within 24 hours, or on the Appendix A form by email within 7 days after the end of the month. Guideline 6
