What is a waste transport certificate in Queensland?

The record that goes with each load of trackable waste from the generator to the receiver. The generator completes Part 1, the transporter Part 2, and the receiver Part 3. The generator and the receiver each lodge the details with the Department of the Environment, Tourism, Science and Innovation.

It applies to regulated waste listed in Schedule 11 of the Environmental Protection Regulation 2019. A person who generates and transports their own waste fills in both roles.

QLD waste tracking codes

Each trackable waste has a code of a letter and three digits in Schedule 11: N220 for asbestos, J100 for mineral oils, J120 for oil and water mixtures, F100 for waste from inks, dyes, paints, lacquers and varnish, T140 for tyres and M270 for PFAS. Where a waste fits more than one entry and one code is marked with an asterisk, use that code.

A waste transport certificate book, or lodging online

Paper certificates come from the department: $300 for a book of 50 for movements within Queensland ($6.00 a certificate), or $60 for 10 for interstate movements, with no GST and about 5 working days for delivery.

In Online Services each lodgement costs $3.55, and the generator passes the reference number to the transporter. Businesses with many loads can bulk upload a spreadsheet at $2.55 a movement.

Discrepancies

If the waste does not match what the generator gave, the transporter and the receiver each give the department written notice within 7 days of finding out.

Questions

Do I need a waste transport certificate for a small load?

Only non-commercial loads under 250 kg are left out. A load moved as part of a business needs one at any amount. Section 71

Can someone else fill in Part 1 for me?

Yes, an agent under a written agreement. The agreement must be given to the department if it asks for it. Business Queensland: submitting information

How long do I have to lodge it?

Seven days from handing the waste to the transporter, on paper or in Online Services. A bulk spreadsheet is due 7 days after the end of the month the transport ended. Section 76

How long do I keep it?

At least 5 years, for the generator, the transporter and the receiver. Sections 78 to 80
