What is EPA Victoria Waste Tracker?

EPA Victoria’s online system for tracking reportable priority waste each time it changes hands. The Environment Protection Regulations 2021 make it the only way to record a load, unless EPA approves another system.

The producer creates the waste record before the waste is transported. The transporter’s administrator assigns it to a driver before collection, the driver records the pickup and the drop-off, and the receiver updates the record when the waste is delivered. Drivers and site receivers can use the Waste Tracker app; producers use the EPA portal.

Which waste is reportable priority waste?

Waste marked “reportable priority waste (transactions)” in Schedule 5 of the Regulations, and controlled waste moving into or out of Victoria. On site that includes waste asbestos (N220) and soil over the fill limits or containing asbestos (N120).

Clean excavated material and fill (N122) is not reportable priority waste. Acid sulfate soil (N123) is priority waste but needs no waste record.

How to create a waste record in Waste Tracker

Log in to the EPA portal, open the “manage waste” menu, choose the waste producer transport records dashboard and click “create new waste record”. The screens then ask, in order, for the waste code and form, the intended treatment and packages, dangerous goods, the ANZSIC code, the amount, where the waste is coming from, the dispatch date, contaminant codes, additional information, the pickup address, and the transporter and receiver.

On the review screen, check everything and click “create record”. The confirmation screen shows the new waste record ID.

When Waste Tracker is not working

For a short outage, drivers and receivers record the details offline on EPA’s waste record template (F1020) and enter them in Waste Tracker once it is back. For an outage of a day or more, producers or transporters call EPA for a form and reference number, fill it in, and email it to the other parties and EPA.

Do I need a waste record for a small load?

Not if the waste is transported for no fee or reward and the net load is less than 50 litres. Any load carried for a fee needs one. Regulation 71(2)

Can the transporter create the waste record for me?

Yes. An accredited consigner or a transporter can create it on the producer’s behalf. The producer still keeps a copy of the completed record. EPA: Waste Tracker

When must the record exist?

Before the waste is transported. The dispatch date must be today or later, and the transporter must assign the record to a driver before collection. EPA: create a waste record

Does clean fill need a waste record?

No. Excavated material or engineered fill (N122) is not reportable priority waste. Soil over the fill limits, or containing asbestos, is N120 and does need one. Schedule 5 of the Regulations
