    Hazardous contaminated soil

The contaminated soil is determined hazardous, whether excavated for cleanup or another project

    When to use 611
Code 611 is for soil found hazardous, whether it came from a cleanup or another project such as a building site.

Which California code fits contaminated soil?

CodeWhen it fits
611The soil comes from a documented site cleanup and is determined hazardous

The classification and shipping rules still apply.

Which exclusions apply to contaminated soil in California?

For petroleum-contaminated media or debris under Part 280 underground storage tank (UST) corrective action, 40 CFR 261.4(b)(10) excludes only D018 through D043. D004 through D017 and other federal hazards can still apply.

Soil that fails only California criteria is non-RCRA hazardous waste. Clean soil with no hazardous listing or characteristic needs no hazardous waste code.

Code 611 is for soil from a site cleanup. For soil from foundation or utility digging outside a documented cleanup, identify the source and contaminants.

Don't assume 611, 181 or 352. Confirm the code with the receiving facility or the local Certified Unified Program Agency (CUPA).

How long can California cleanup soil stay onsite?

The HSC 25123.3(b)(4)(B) route allows 90 days for non-RCRA soil waiting for offsite transport. The soil must have no free liquids and sit on the specified impermeable surface.

Use the required wind and stormwater controls. Complete weekly and post-storm inspections, engineer certification and the final inspection or remediation.

Keep the required records onsite. A separate one-year staging route applies only to authorized onsite treatment.

That route needs notice to DTSC or the CUPA, treatability records, and every physical and record condition in the statute. DTSC can grant 1 extension of 6 months.

Neither route is a general storage allowance.
