How do you recycle drained metal oil filters in California?
Under 22 CCR 66266.130(c), a drained metal filter can go for scrap-metal recycling if it holds no free-flowing oil or fuel.
How do you store and record drained oil filters in California?
Use a closed, rainproof container labeled with the accumulation date. Store less than one ton for no more than one year.
Store one ton or more for no more than 180 days. Use a bill of lading for the transfer and keep it for 3 years.
Fuel-filter containers also need ignition controls, fuel-filter labels, and DOT and fire-code compliance. The exemption doesn't cover non-metal filters, filters that aren't recycled, or the drained liquid and residue.
Classify those wastes separately. A generator can take limited amounts of undrained oil filters to an accepting used-oil collection center.
The used-oil self-transport conditions apply, but the trip needs no manifest or bill of lading.
