Lead paint debris
Test the whole waste stream, including coatings and blast media. See lead paint debris guidance.
Non-hazardous debris goes to an accepting solid-waste facility or recycler. Hazardous debris needs a code confirmed from the whole waste profile.
Which California code fits lead paint debris?
Appendix XII has no dedicated lead-paint-debris entry. Confirm the California code from the whole waste profile.
The classification and shipping rules still apply.
Which tests and exclusions apply to California lead paint debris?
Compare total lead with the 1,000 mg/kg TTLC. Compare California WET results with the 5 mg/L STLC.
Then compare federal TCLP results with 5 mg/L for D008. A result equal to any of these limits fails.
Passing one test doesn't mean you pass the others. Failing TTLC or STLC without a federal hazard makes the waste non-RCRA hazardous.
Non-residential waste that fails TCLP has D008 unless an exclusion applies. Under 261.4(b)(1), residential lead-paint debris has a federal household exclusion.
When does the household lead-paint exclusion apply in California?
EPA guidance includes debris from contractors that the exclusion covers. For that debris, TCLP alone doesn't settle California status.
It must fail TTLC, STLC or another California criterion to be California hazardous waste. If no hazardous listing or criterion applies, use an accepting solid-waste or recycling facility.
For hazardous debris, confirm the California code from its profile before shipment. The words paint chips don't make it code 181.
Contractors must qualify for a collection route and can't use a resident-only household service.
