When is asbestos hazardous in California?
Friable, powdered or finely divided waste with 1.0% asbestos or more is non-RCRA hazardous waste. Asbestos alone has no federal RCRA code.
Non-friable bulk asbestos-containing material isn't hazardous under Title 22, whatever its asbestos content. Cutting, grinding or weathering can make it friable.
Follow air district rules and the National Emission Standards for Hazardous Air Pollutants (NESHAP), and confirm that the destination accepts it. Assess any other contaminants separately.
Can you deliver household asbestos yourself in California?
An owner working on their own home can carry household hazardous asbestos to an accepting facility. The load must weigh less than 50 lb.
The destination can be a household hazardous waste event or disposal facility. Most household programs don't accept asbestos, so confirm acceptance first.
A load over 50 lb needs a registered hazardous waste transporter and a manifest. For exactly 50 lb, confirm the legal route and facility acceptance before you ship.
A business hauling its own asbestos must also meet the monthly, onsite, container and destination conditions.
