Inorganics
Friable or powdered asbestos
The waste contains at least 1.0% asbestos in a friable, powdered or finely divided state.
Is California code 151 hazardous waste?
Yes, in California only for asbestos alone. Friable, powdered or finely divided waste with at least 1.0% asbestos is non-RCRA hazardous waste. Asbestos alone has no federal RCRA waste code. Code 151 is not restricted, but other contaminants can add federal hazards or a restricted California code.
If the shipment needs the Uniform Hazardous Waste Manifest, put 151 in Item 13 as its California code. Add federal RCRA codes if other hazards make the load federally regulated. Check whether a household or business self-transport route applies before deciding a manifest is needed.
What does California code 151 cover?
Waste with at least 1.0% asbestos is hazardous under this criterion when it is friable, powdered or finely divided. Friable material crumbles under hand pressure when dry. Bonded bulk material is outside the criterion while it stays non-friable, but cutting, grinding or weathering can change that.

Is asbestos waste California code 151?
| Code | When it fits |
|---|---|
| 151 | The waste is friable, powdered or finely divided and holds at least 1.0% asbestos. |
| No hazardous waste code for asbestos alone | Bulk asbestos-containing material stays non-friable and no other hazardous listing or characteristic applies. |
Assess other contaminants separately. The regulations don't say whether asbestos-bearing hazardous cleanup soil takes 151 or 611, so confirm that overlap before choosing the single California code. Air district rules and asbestos NESHAP controls still apply even where the hazardous-waste criterion doesn't.
How can California code 151 asbestos leave a home?
An owner working on their own home may carry less than 50 lb of their household hazardous asbestos to a facility that accepts it. Most household programs don't take asbestos, so arrange acceptance first. Loads above 50 lb need a registered hazardous waste transporter and a manifest, and the exact 50 lb boundary needs confirming. Business self-transport has extra conditions on generation, storage and destination.
Which wastes take California code 151?

|---|---|

| Drywall and roofing debris | Debris with at least 1.0% asbestos that is friable, powdered or finely divided. |
