B1110, Qualifying electrical and electronic assemblies.
Basel List B codes
Qualifying electrical and electronic assemblies
Use B1110 for qualifying electrical and electronic assemblies as a Basel List B waste without an Annex III hazard.
Is Basel B1110 hazardous waste?
Not from the code alone. Basel B1110 is on Basel List B, so matching material is normally not hazardous under the Convention. It becomes hazardous if Annex I constituents give it an Annex III hazardous characteristic. SOR/2021-25 and its exclusions decide Canadian federal control.
On a federally regulated international shipment, the applicant enters the waste classification in the waste-line details of the federal notification in CNMTS. The movement rules and exclusions say when that applies.
What does Basel B1110 cover?
Covers electronic assemblies made only of metals or alloys. It also covers electrical and electronic scrap, circuit boards included but power-generation scrap excluded, when List A batteries, mercury switches, cathode-ray-tube or activated glass and PCB capacitors are absent or removed, and Annex I contamination is too low to give an Annex III characteristic. Compare A1180.

Is electrical and electronic assemblies always Basel B1110?
| Code | When it fits |
|---|---|
| B1110 | Metal-only assemblies, qualifying low-hazard scrap, or material sent directly for reuse in repair or upgrading, not for recycling or disposal. |
List B is a condition, not an exemption. If the material has an Annex III hazardous characteristic, or meets another Canadian or foreign hazardous-waste definition, classify it by its actual hazard and follow the rules that control the movement.
Detailed conditions for Basel B1110
Assemblies, circuit boards, components and wires sent directly for reuse also qualify, if they are meant for repair, refurbishment or upgrading without substantial rebuilding. They must not be headed for recycling or final disposal. Some countries don't treat direct-reuse material as waste.
