Pick a waste or type one, and its Texas form codes show here.

A Texas waste code ends in 3 when the waste is inert and essentially insoluble, such as clean rock and brick.

What must Texas Class 3 waste meet?

Document chemical stability and very low solubility, as well as nonhazardous status and no threat to human health or the environment.

Rock, brick and glass qualify only when the actual waste meets those criteria. A concrete or debris form isn't Class 3 approval.

What rules out Texas Class 3?

Wood and other decomposable waste are Class 2 unless hazardous or Class 1. They can't be Class 3.

Detectable PCBs below the Class 1 criteria mean Class 2. Waste contaminated by a source at 50 ppm or more stays under the Class 1 rule.

Non-debris waste made nonhazardous by stabilizing a hazardous characteristic can only be Class 1 or 2 under 335.508(10), even if it meets land-disposal restrictions.

See the detectable-TPH and soil-background rules.

Which evidence and records support Texas Class 3?

Apply 30 TAC 335.507 using representative analysis or process knowledge. Its conditions cover 7-day distilled-water leachate, detectable constituents, TPH and PCBs.

Passing the toxicity characteristic leaching procedure (TCLP) alone doesn't prove every Class 3 condition.

When a registered site adds a Class 3 stream to its NOR, include the supporting documents. Keep the process history, sampling plan and results.

The Class 3-only registration exception and out-of-state approval rule apply separately. Use destination records as required.
