Not from the code alone. Basel B1010 is on Basel List B, so matching material is normally not hazardous under the Convention. It becomes hazardous if Annex I constituents give it an Annex III hazardous characteristic. SOR/2021-25 and its exclusions decide Canadian federal control.

List B is a condition, not an exemption. If the material has an Annex III hazardous characteristic, or meets another Canadian or foreign hazardous-waste definition, classify it by its actual hazard and follow the rules that control the movement.
