Is Basel B1020 hazardous waste?

Not from the code alone. Basel B1020 is on Basel List B, so matching material is normally not hazardous under the Convention. It becomes hazardous if Annex I constituents give it an Annex III hazardous characteristic. SOR/2021-25 and its exclusions decide Canadian federal control.

Covers clean, uncontaminated bulk finished forms such as sheet, plate, beam and rod, made from antimony, beryllium, cadmium, lead, selenium or tellurium, alloys included. Lead-acid batteries are excluded.
