Is Basel B1030 hazardous waste?

Not from the code alone. Basel B1030 is on Basel List B, so matching material is normally not hazardous under the Convention. It becomes hazardous if Annex I constituents give it an Annex III hazardous characteristic. SOR/2021-25 and its exclusions decide Canadian federal control.

Is residue with refractory metals always Basel B1030?

List B is a condition, not an exemption. If the material has an Annex III hazardous characteristic, or meets another Canadian or foreign hazardous-waste definition, classify it by its actual hazard and follow the rules that control the movement.
