Basel List B codes
Dispersible refractory-metal powder waste
Use B1031 for dispersible refractory-metal powder waste as a Basel List B waste without an Annex III hazard.
Is Basel B1031 hazardous waste?
Not from the code alone. Basel B1031 is on Basel List B, so matching material is normally not hazardous under the Convention. It becomes hazardous if Annex I constituents give it an Annex III hazardous characteristic. SOR/2021-25 and its exclusions decide Canadian federal control.
On a federally regulated international shipment, the applicant enters the waste classification in the waste-line details of the federal notification in CNMTS. The movement rules and exclusions say when that applies.
What does Basel B1031 cover?
Covers dispersible metallic powder waste of molybdenum, tungsten, titanium, tantalum, niobium or rhenium, alloys included. A1050 electroplating sludge is excluded.

Is refractory-metal powder waste always Basel B1031?
| Code | When it fits |
|---|---|
| B1031 | Dispersible powder of a listed refractory metal or alloy, but not A1050 electroplating sludge. |
List B is a condition, not an exemption. If the material has an Annex III hazardous characteristic, or meets another Canadian or foreign hazardous-waste definition, classify it by its actual hazard and follow the rules that control the movement.
Which codes sit beside Basel B1031?

| B1020 | Clean bulk scrap of specified metals |
| B1030 | Residues containing refractory metals |
| B1040 | Non-hazardous power-generation assembly scrap |
| B1050 | Non-hazardous mixed non-ferrous heavy scrap |
