Still bottoms with halogenated organics
Hazardous distillation residue containing halogenated organic compounds.
Is California code 251 hazardous waste?
Not from the code alone. The material must first be determined hazardous. California code 251 is not restricted, and a restricted code takes priority over it. A non-restricted code doesn't make a waste non-hazardous.
If the shipment needs the Uniform Hazardous Waste Manifest, enter 251 in Item 13 for the waste line. Use one California code, plus any federal RCRA codes when the waste is federally hazardous.
Waste is RCRA waste when it meets a federal listing or characteristic and no federal exclusion applies. Non-RCRA waste is hazardous under California rules only. California presumes hazardous waste is RCRA unless the generator shows it isn't, so keep that determination.
What does California code 251 cover?
This is for hazardous residue left at the bottom of a still after distillation, when halogenated organic compounds are present. It needs both the distillation source and the residue's composition.

Is still-bottom residue with halogens California code 251?
| Code | When it fits |
|---|---|
| 251 | Distillation produced the residue and halogenated organic compounds are present. |
| 252 | Distillation produced the hazardous residue with no halogenated organic compounds. |
Use process records and composition evidence. Dark color or sludge form doesn't show halogenated-organic content. For solid or sludge residues, code 751 may take priority, but its published units conflict, so confirm them.
Which wastes take California code 251?
| Waste | When it’s 251 |
|---|---|
| Halogenated still bottoms | Distillation residue holds organic compounds with chlorine, fluorine, bromine or iodine. |

| 223 | Other oily hazardous waste |
| 231 | Pesticide rinse water |
| 232 | Pesticide and pesticide-production waste |
