Not from the code alone. Household waste from a resident is federally excluded, but California's rules for collection facilities that handle household hazardous waste still apply. Code 612 is non-restricted. Classify the collected stream and any other wastes separately. A household source doesn't prove a RCRA listing or characteristic.

If a collection facility's onward shipment needs the Uniform Hazardous Waste Manifest, put 612 in Item 13 as its California code. A restricted category that fits wins.
