How do you build a Quebec MDR identification?

Once the waste is hazardous, combine the Schedule 4 category, the TDG class and division, and the physical state. A value of 0.0 means TDG doesn't apply, but it doesn't remove Quebec hazardous-material status.

Which dates change Quebec duties?

The new categories and the renamed Code have applied since 8 July 2026. Specified carrier and traceability duties start on 1 January 2027, with later stages in 2028. Generators’ annual summaries and reports for 2026 don't change.

When is Quebec residual hazardous material excluded or below the paperwork threshold?

PlaceExclusions, thresholds and applicable routes
QuebecA Schedule 4 category applies only to residual material that meets the hazardous-material definition or the article 4 assimilation rules. Article 2 excludes contaminated soil and specified construction, demolition and renovation materials, asphalt roofing, asbestos, treated wood, smoke detectors and mineral/glass/rock wool, subject to the stated article 4 exceptions. Material from residential construction, demolition or renovation coated in paint containing metals or metalloids is not assimilated under article 4. An excluded material can still need other disposal or transport controls. arts. 2–4 Article 2 also excludes scrap metal unless article 4(3)–(8) applies. It excludes textiles other than absorbents used to recover hazardous materials, and biomedical waste, which has its own regulation. It excludes specified pulp and paper mill residues, and pesticides under the Pesticides Act along with spray mixtures and rinsings made in use. It excludes wastewater except captive surface-treatment rinsing baths, specified mining tailings and deposited treatment sludge, dredging materials and used snow. It excludes authorized radioactive disposal, specified sewage and drinking-water sludge and drinking-water filter residues, and underground access, street-sump and car-wash residues. It excludes manure, vehicle-shredding residues, specified incineration ashes and untreated-wood and bark ashes, and alcoholic beverages and tobacco products. Solid paraffin keeps the article 4(6)–(8) exceptions, and solid plastic and rubber keep the article 4(3), (7) and (8) exceptions. The named minerals and ceramic and mineral-wool fibres are excluded only when no other hazardous material has contaminated them. Check the precise material and its origin, because a broad waste label is not enough. art. 2(3)–(27) Articles 2–4 have no general household or recycling exclusion. The below-100 kg and first-user same-purpose reuse provisions in article 31 remove only Chapter IV storage duties, and PCB materials still fall in that chapter when their total PCB content exceeds 1 kg. The article 104 reporting thresholds, over 100 kg for a category and over 1,000 kg in aggregate, concern records and annual summaries. They don't change waste status or exempt a shipment. arts. 31, 104
