Find a Texas waste code
298, PCB liquids, 500 ppm or more.
Organic liquids
PCB liquids, 500 ppm or more
Nonhazardous liquid with at least 500 ppm PCBs.
Where does Texas form code 298 go in the Texas waste code?
In characters 5–7. The 8-character code is a 4-character stream sequence, then the 3-digit form 298, then a class character. Form 298 describes a stream in the organic liquids category.
This form needs nonhazardous waste. Industrial waste with PCBs at 50 ppm or more is Class 1 when it is not RCRA hazardous, and the PCB form doesn't make that call.
For a hazardous or Class 1 shipment on a Uniform Hazardous Waste Manifest, enter the full Texas code in Item 13, across 2 blocks on paper. Put any EPA waste codes beside it. The 3 form digits alone are not enough.
The generator sets the class from exclusions, federal hazardous-waste listings and characteristics, then Texas industrial-waste criteria. H means hazardous, and 1, 2 and 3 are nonhazardous industrial classes. Process knowledge or testing backs the decision. Picking a form doesn't set the class.
What does Texas form code 298 cover?
A mainly organic, nonhazardous liquid with PCBs at 500 ppm or more. The upper band starts at 500 ppm and applies only to liquid. PCB solids, soils, equipment and sludges have their own forms.

Is nonhazardous PCB liquid Texas form code 298 or 297?
| Code | When it fits |
|---|---|
| 298 | The nonhazardous organic liquid holds PCBs at 500 ppm or more. |
| 297 | The nonhazardous organic liquid holds PCBs at 50 to under 500 ppm. |
| 395 | The nonhazardous inorganic solid holds PCBs at 500 ppm or more. |
A hazardous stream needs another best-fitting form, and a PCB level alone doesn't make a waste nonhazardous.
Which wastes take Texas form code 298?
| Waste | When it’s 298 |
|---|---|
| PCB waste | Nonhazardous organic liquid in the upper PCB band. |
| PCB-contaminated liquid | Nonhazardous organic liquid in the upper PCB band. |
