PCB inorganic solids, 500 ppm or more

Nonhazardous inorganic solid with at least 500 ppm PCBs.

Nonhazardous inorganic solid with 500 ppm PCBs or more. It is not soil or equipment, which have their own forms.

Where does Texas form code 395 go in the Texas waste code?

In characters 5–7. The 8-character code is a 4-character stream sequence, then the 3-digit form 395, then a class character. Form 395 describes the stream in the inorganic solids category. This form needs nonhazardous waste. Industrial waste with PCBs at 50 ppm or more is Class 1 when it isn't RCRA hazardous, and the PCB form doesn't decide that. The class character depends on what the stream is made of, where it came from and its properties.

For a hazardous or Class 1 shipment that needs a Uniform Hazardous Waste Manifest, enter the full Texas code in Item 13, across 2 blocks on paper. Add any EPA waste codes. The 3 form digits alone are not enough.

The generator sets the class. Work through the exclusions, then the federal hazardous-waste listings and characteristics, then the Texas industrial-waste criteria. H means hazardous. 1, 2 and 3 are nonhazardous industrial classes. Process knowledge or testing backs the class. Choosing a form doesn't set it.

What does Texas form code 395 cover?

Mainly inorganic, nonhazardous solid waste with PCBs at 500 ppm or more. Soil and electrical equipment have their own entries at this concentration, and nothing says they are excluded from the general solid entry.

Is nonhazardous inorganic PCB waste Texas form code 395 or 394?

CodeWhen it fits
395Nonhazardous inorganic solid with PCBs at 500 ppm or more.
394Nonhazardous inorganic solid with PCBs at 50 to under 500 ppm.
397Nonhazardous inorganic electrical equipment with PCBs at 500 ppm or more.
399Nonhazardous inorganic soil with PCBs at 500 ppm or more.

Record the material, its inorganic composition, the nonhazardous determination and the PCB result separately. Hazardous waste doesn't fit this form, but that alone doesn't make it an organic-category form.
