Find a Texas waste code
391, Nonhazardous dewatered wastewater sludge.
Inorganic solids
Nonhazardous dewatered wastewater sludge
Nonhazardous wastewater-treatment sludge after dewatering.
Where does Texas form code 391 go in the Texas waste code?
In characters 5–7. The 8-character code is a 4-character stream sequence, then the 3-digit form 391, then a class character. Form 391 describes the stream in the inorganic solids category. The waste must be shown to be nonhazardous before this form fits. The industrial Class 1, 2 or 3 is decided separately. The class character depends on what the stream is made of, where it came from and its properties.
For a hazardous or Class 1 shipment that needs a Uniform Hazardous Waste Manifest, enter the full Texas code in Item 13, across 2 blocks on paper. Add any EPA waste codes. The 3 form digits alone are not enough.
The generator sets the class. Work through the exclusions, then the federal hazardous-waste listings and characteristics, then the Texas industrial-waste criteria. H means hazardous. 1, 2 and 3 are nonhazardous industrial classes. Process knowledge or testing backs the class. Choosing a form doesn't set it.
What does Texas form code 391 cover?
Nonhazardous sludge from wastewater treatment that has been dewatered into a nonpumpable solid. Dewatering changes the physical form, but it doesn't make the sludge nonhazardous. That must be shown separately.

Is dewatered wastewater sludge Texas form code 391 or 503?
| Code | When it fits |
|---|---|
| 391 | Nonhazardous wastewater-treatment sludge dewatered into a nonpumpable solid. |
| 503 | Mainly inorganic wastewater-treatment sludge that is still pumpable and holds toxic organic compounds. |
| 504 | Pumpable inorganic wastewater-treatment sludge that fits the other-wastewater-sludge entry, not the toxic-organics one. |
Keep the wastewater-treatment source, the dewatering record, evidence of the solid form and the nonhazardous determination.
Which wastes take Texas form code 391?
| Waste | When it’s 391 |
|---|---|
| Dewatered wastewater-treatment sludge | Nonhazardous inorganic wastewater sludge that has been dewatered into a solid. |
