398, PCB inorganic soil, 50 to under 500 ppm.
Inorganic solids
PCB inorganic soil, 50 to under 500 ppm
Nonhazardous inorganic soil with 50 ppm to under 500 ppm PCBs.
Where does Texas form code 398 go in the Texas waste code?
In characters 5–7. The 8-character code is a 4-character stream sequence, then the 3-digit form 398, then a class character. Form 398 describes the stream in the inorganic solids category. This form needs nonhazardous waste. Industrial waste with PCBs at 50 ppm or more is Class 1 when it isn't RCRA hazardous, and the PCB form doesn't decide that. The class character depends on what the stream is made of, where it came from and its properties.
For a hazardous or Class 1 shipment that needs a Uniform Hazardous Waste Manifest, enter the full Texas code in Item 13, across 2 blocks on paper. Add any EPA waste codes. The 3 form digits alone are not enough.
The generator sets the class. Work through the exclusions, then the federal hazardous-waste listings and characteristics, then the Texas industrial-waste criteria. H means hazardous. 1, 2 and 3 are nonhazardous industrial classes. Process knowledge or testing backs the class. Choosing a form doesn't set it.
What does Texas form code 398 cover?
Nonhazardous soil in the inorganic category with PCBs at 50 ppm or more but below 500 ppm. Soil has its own entry beside general solids and electrical equipment. The material type and the concentration pick the form.

Is nonhazardous PCB-contaminated soil Texas form code 398 or 399?
| Code | When it fits |
|---|---|
| 398 | Nonhazardous inorganic soil with PCBs at 50 to under 500 ppm. |
| 399 | Nonhazardous inorganic soil with PCBs at 500 ppm or more. |
| 498 | Organic soil with PCBs at 50 to under 500 ppm. |
| 394 | Nonhazardous inorganic solid with PCBs at 50 to under 500 ppm. |
Record the material, its inorganic composition, the nonhazardous determination and the PCB result separately. Hazardous waste doesn't fit this form, but that alone doesn't make it an organic-category form.
Which wastes take Texas form code 398?
| Waste | When it’s 398 |
|---|---|
| Contaminated soil | Nonhazardous inorganic soil with PCBs in the lower band. |
Which codes sit beside Texas form code 398?
| Code | What it is |

| 390 | Nonhazardous concrete or construction debris |
| 391 | Nonhazardous dewatered wastewater sludge |
| 392 | Nonhazardous dewatered air-control sludge |
| 393 | Catalyst (reaction aid), inorganic solid |
| 395 | PCB inorganic solids, 500 ppm or more |
| 396 | PCB inorganic devices, 50 to under 500 ppm |
