132, Metal-bearing water-based liquid.
Inorganics
Metal-bearing water-based liquid
The liquid contains one of the 17 metals named under code 121.
Is California code 132 hazardous waste?
Not from the code alone. The material must first be determined hazardous. California code 132 is not restricted, and a restricted code takes priority over it. A non-restricted code doesn't make a waste non-hazardous.
If the shipment needs the Uniform Hazardous Waste Manifest, enter 132 in Item 13 for the waste line. Use one California code, plus any federal RCRA codes when the waste is federally hazardous.
Waste is RCRA waste when it meets a federal listing or characteristic and no federal exclusion applies. Non-RCRA waste is hazardous under California rules only. California presumes hazardous waste is RCRA unless the generator shows it isn't, so keep that determination.
What does California code 132 cover?
This is the general code for hazardous aqueous solution holding one or more metals named under code 121. A restricted metal code applies instead when the metal reaches its listed liquid threshold.

Is metal-bearing water-based liquid California code 132?
| Code | When it fits |
|---|---|
| 132 | A code 121 metal is present and no restricted metal threshold is met. |
| Restricted metal code | Representative analysis reaches the restricted liquid threshold for the metal present. |
| 135 | No listed metal or other specific water-based liquid code fits. |
The 2017 DTSC manifest list adds the note 'restricted levels'. Current Appendix XII says restricted metal codes take priority through their own thresholds.
Which wastes take California code 132?
| Waste | When it’s 132 |
|---|---|
| Waste antifreeze | A hazardous water-based solution with metals below restricted levels. |
| Antimony-bearing waste | Antimony is in the water-based liquid. |
| Arsenic-bearing waste | Arsenic is in the water-based liquid. |
| Barium-bearing waste | Barium is in the water-based liquid. |
| Beryllium-bearing waste | Beryllium is in the water-based liquid. |
| Cadmium-bearing waste | Cadmium is in the water-based liquid. |
| Chromium-bearing waste | Chromium is in the water-based liquid. |
| Cobalt-bearing waste | Cobalt is in the water-based liquid. |
Which codes sit beside California code 132?
| Code | What it is |
|---|---|
| 121 | Alkaline liquid with listed metals |
| 122 | Alkaline liquid without listed metals |
| 123 | Other alkaline liquid |
| 131 | Reactive-anion water-based liquid |
| 133 | High-organic water-based liquid |
| 134 | Low-organic water-based liquid |
| 141 | Unused inorganic material |
| 151 | Friable or powdered asbestos |
