Other water-based hazardous liquid
No more specific alkaline, reactive-anion, metal or organic-residue liquid entry fits.
Is California code 135 hazardous waste?
Not from the code alone. The material must first be determined hazardous. California code 135 is not restricted, and a restricted code takes priority over it. A non-restricted code doesn't make a waste non-hazardous.
If the shipment needs the Uniform Hazardous Waste Manifest, enter 135 in Item 13 for the waste line. Use one California code, plus any federal RCRA codes when the waste is federally hazardous.
Waste is RCRA waste when it meets a federal listing or characteristic and no federal exclusion applies. Non-RCRA waste is hazardous under California rules only. California presumes hazardous waste is RCRA unless the generator shows it isn't, so keep that determination.
What does California code 135 cover?
This is the fallback for hazardous water-based liquid. Check the more specific codes first. Alkaline solutions, reactive-anion solutions, listed metals and the 2 organic-residue bands each have their own code. Water alone doesn't make a liquid hazardous.

Is a hazardous water-based liquid California code 135?
| Code | When it fits |
|---|---|
| 135 | The hazardous water-based liquid fits none of the more specific aqueous or alkaline codes. |
| 131 | The liquid holds a listed reactive anion and has a pH above 2 but below 12.5. |
| 132 | The water-based liquid holds a metal named under code 121, and no restricted code applies. |
| 133 | Total organic residue is at least 10%. |
| 134 | Total organic residue is below 10%. |
A restricted code takes priority. The list has no general tie-breaker when 2 non-restricted descriptions fit, and 135 is no substitute for resolving a known composition or pH question. The published pH wording for 121 and 122 conflicts, so confirm it separately.
Which wastes take California code 135?
| Waste | When it’s 135 |
|---|---|
| Waste antifreeze | A hazardous water-based solution that no more specific code describes. |
| Other aqueous waste | Analysis rules out reactive anions, listed metals and the organic-residue codes. |
Which codes sit beside California code 135?
| Code | What it is |
|---|---|
| 122 | Alkaline liquid without listed metals |
| 123 | Other alkaline liquid |
| 141 | Unused inorganic material |
| 151 | Friable or powdered asbestos |
| 161 | Used oil-refinery cracking catalyst |
| 162 | Other used catalyst |
| 171 | Sludge containing listed metals |
| 172 | Metal dust and machining waste |
