141, Unused inorganic material.
Inorganics
Unused inorganic material
The hazardous inorganic product is off-specification, aged or surplus.
Is California code 141 hazardous waste?
Not from the code alone. The material must first be determined hazardous. California code 141 is not restricted, and a restricted code takes priority over it. A non-restricted code doesn't make a waste non-hazardous.
If the shipment needs the Uniform Hazardous Waste Manifest, enter 141 in Item 13 for the waste line. Use one California code, plus any federal RCRA codes when the waste is federally hazardous.
Waste is RCRA waste when it meets a federal listing or characteristic and no federal exclusion applies. Non-RCRA waste is hazardous under California rules only. California presumes hazardous waste is RCRA unless the generator shows it isn't, so keep that determination.
What does California code 141 cover?
This is for an inorganic product or stock chemical thrown away before use because it is too old, no longer needed or outside specification. The reason for discard and the unused state set it apart from catalyst, sludge and other residues from operations. Surplus doesn't by itself make a chemical hazardous.

Is discarded inorganic material California code 141?
| Code | When it fits |
|---|---|
| 141 | Unused hazardous inorganic stock discarded because it is aged, surplus or outside specification. |
| 331 | Unused hazardous stock that is organic, not inorganic, and is aged, surplus or outside specification. |
| 162 | Spent catalyst from a process other than fluid catalytic cracking. |
| 171 | Sludge that holds a metal listed under code 121. |
Keep the product identity and stock or process records. They separate unused stock from used chemicals and process waste. A restricted code still takes priority over 141.
Which wastes take California code 141?
| Waste | When it’s 141 |
|---|---|
| Off-specification inorganic chemical | The inorganic chemical became waste before use because it was off-specification, aged or surplus. |

| 132 | Metal-bearing water-based liquid |
| 133 | High-organic water-based liquid |
| 134 | Low-organic water-based liquid |
