131, Reactive-anion water-based liquid.
Inorganics
Reactive-anion water-based liquid
The liquid has pH above 2 and below 12.5 and contains one of the nine listed reactive anions.
Is California code 131 hazardous waste?
Not from the code alone. The material must first be determined hazardous. California code 131 is not restricted, and a restricted code takes priority over it. A non-restricted code doesn't make a waste non-hazardous.
If the shipment needs the Uniform Hazardous Waste Manifest, enter 131 in Item 13 for the waste line. Use one California code, plus any federal RCRA codes when the waste is federally hazardous.
Waste is RCRA waste when it meets a federal listing or characteristic and no federal exclusion applies. Non-RCRA waste is hazardous under California rules only. California presumes hazardous waste is RCRA unless the generator shows it isn't, so keep that determination.
What does California code 131 cover?
This is for hazardous aqueous solution with a pH above 2 and below 12.5. It must hold at least one of the listed reactive anions, which are cyanide, azide, sulfide, bromate, chlorate, fluoride, hypochlorite, nitrite and perchlorate. Composition and pH both set the scope.

Is a reactive-anion solution California code 131?
| Code | When it fits |
|---|---|
| 131 | A listed reactive anion is present, the pH is above 2 but below 12.5, and no restricted code applies. |
| 711 | The hazardous liquid holds at least 1,000 mg/L total cyanide. |
| 791 | The liquid has a pH of 2 or below and no code 121 metal. |
| 792 | The liquid has a pH of 2 or below and holds a code 121 metal. |
| 135 | No specific alkaline, reactive-anion, metal or organic-residue liquid code fits. |
A hazardous water-based liquid isn't 131 from reactivity alone, because the listed anion and the measured pH decide it. Cyanide at 1,000 mg/L or more takes restricted code 711, even within this pH range.
Which wastes take California code 131?
| Waste | When it’s 131 |
|---|---|
| Azide solution | Azide is present and the water-based liquid has a pH above 2 and below 12.5. |
| Bromate solution | Bromate is present and the water-based liquid has a pH above 2 and below 12.5. |
| Chlorate solution | Chlorate is present and the water-based liquid has a pH above 2 and below 12.5. |
| Cyanide solution | Cyanide is below 1,000 mg/L and the water-based liquid has a pH above 2 and below 12.5. |
| Fluoride solution | Fluoride is present and the water-based liquid has a pH above 2 and below 12.5. |
| Hypochlorite solution | Hypochlorite is present and the water-based liquid has a pH above 2 and below 12.5. |
| Nitrite solution | Nitrite is present and the water-based liquid has a pH above 2 and below 12.5. |
| Perchlorate solution | Perchlorate is present and the water-based liquid has a pH above 2 and below 12.5. |
Which codes sit beside California code 131?
| Code | What it is |
|---|---|
| 121 | Alkaline liquid with listed metals |
| 122 | Alkaline liquid without listed metals |
| 123 | Other alkaline liquid |
| 132 | Metal-bearing water-based liquid |
| 133 | High-organic water-based liquid |
| 134 | Low-organic water-based liquid |
