711, Restricted cyanide liquid.
Restricted wasteCalifornia restricted wastes
Restricted cyanide liquid
Liquid cyanide is 1,000 mg/L or more, so this restricted entry takes priority.
Is California code 711 hazardous waste?
Not from the code alone. Code 711 is a restricted waste code, so it wins over any non-restricted code that also fits. Choose it after the hazardous waste determination. It doesn't prove the waste is hazardous or decide its federal RCRA status.
If a shipment needs the Uniform Hazardous Waste Manifest, enter 711 in Item 13 for its waste line. Use one California code, plus the federal RCRA codes when the waste is federally hazardous.
RCRA waste meets a federal listing or characteristic and has no federal exclusion. Non-RCRA waste is hazardous under California rules only. California presumes hazardous waste is RCRA unless the generator shows it isn't, so keep that record.
What does California code 711 cover?
This restricted entry is hazardous liquid with a representative total cyanide result of 1,000 mg/L or more. A lower result doesn't meet the restricted threshold, but another California or federal hazardous waste code can still fit.

Is cyanide liquid California code 711 or 131?
| Code | When it fits |
|---|---|
| 711 | Representative total cyanide is at least 1,000 mg/L in the liquid. |
| 131 | Cyanide is present below 1,000 mg/L and the aqueous liquid has pH above 2 and below 12.5. |
The current Appendix XII threshold is inclusive. DTSC's 2017 guidance uses a strict greater-than sign, so its boundary differs. If more than one restricted code fits, confirm the single California code for the waste line. The rules give no general tie-breaker.
Which wastes take California code 711?
| Waste | When it’s 711 |
|---|---|
| Cyanide solution | Total cyanide in the liquid is 1,000 mg/L or more |
| Liquid with high cyanide levels | Total cyanide in the liquid is 1,000 mg/L or more |
Which codes sit beside California code 711?
| Code | What it is |
|---|---|
| 721 | Restricted arsenic liquid |
| 722 | Restricted cadmium liquid |
| 723 | Restricted hexavalent-chromium liquid |
| 724 | Restricted lead liquid |
| 725 | Restricted mercury liquid |
| 726 | Restricted nickel liquid |
| 727 | Restricted selenium liquid |
| 728 | Restricted thallium liquid |
