Organics
Chlorinated or other halogenated solvent
A hazardous solvent contains chlorine, fluorine, bromine or iodine.
Is California code 211 hazardous waste?
Not from the code alone. The material must first be determined hazardous. California code 211 is not restricted, and a restricted code takes priority over it. A non-restricted code doesn't make a waste non-hazardous.
If the shipment needs the Uniform Hazardous Waste Manifest, enter 211 in Item 13 for the waste line. Use one California code, plus any federal RCRA codes when the waste is federally hazardous.
Waste is RCRA waste when it meets a federal listing or characteristic and no federal exclusion applies. Non-RCRA waste is hazardous under California rules only. California presumes hazardous waste is RCRA unless the generator shows it isn't, so keep that determination.
What does California code 211 cover?
This is for hazardous solvents holding a halogen, meaning chlorine, fluorine, bromine or iodine. Appendix XII names chloroform, methyl chloride and perchloroethylene as examples. Halogen-containing liquids that aren't solvents have their own code, and a restricted code takes precedence.

Is a halogenated solvent California code 211?
| Code | When it fits |
|---|---|
| 211 | A halogenated solvent, with liquid total HOCs below 1,000 mg/L. |
| 741 | Representative liquid analysis reaches 1,000 mg/L total halogenated organic compounds. |
| 341 | The hazardous liquid holds halogens, isn't a solvent and has total HOCs below 1,000 mg/L. |
| 212 | The solvent is oxygenated, not halogenated. |
Appendix XII puts exactly 1,000 mg/L in restricted code 741, while the older DTSC manifest list prints a greater-than boundary. The regulations don't prefer unused-solvent over unused-organic-stock descriptions, or the reverse.
Which wastes take California code 211?
| Waste | When it’s 211 |
|---|---|
| Spent solvent | The solvent holds chlorine, fluorine, bromine or iodine. |
| Spent chloroform | Chloroform was discarded or used as solvent. |
| Spent methyl chloride | Methyl chloride was discarded or used as solvent. |
| Spent perchloroethylene | Perchloroethylene was discarded or used as solvent. |
Which codes sit beside California code 211?
| Code | What it is |
|---|---|
| 213 | Petroleum or hydrocarbon solvent |
| 214 | Other solvent mixture |
| 221 | Waste oil and mixed oil |
| 222 | Oil-water separator sludge |
| 223 | Other oily hazardous waste |
| 231 | Pesticide rinse water |
| 232 | Pesticide and pesticide-production waste |
| 241 | Tank-bottom waste |
